If a salaried managar is scheduled a certain time, and the next managar is not scheduled in until an hour later with a store being not allowed to be left without a manager, is it illegal no require managar #1 staying over their orginal schduled time? also are hourly employees required to receive one weeks vacation after working a year full time?

If, by salaried manager, you mean "exempt", then yes, it is perfectly legal for the employer to require the manager to stay until the relief manager arrives.
And there is no law in any state requiring the employer to provide vacation benefits.
It would even be legal to require a non-exempt employee to stay. The only difference would be that the non-exempt employee would have to get paid for the extra hour and an exempt employee would not.
