In CA: I am being laid off at the end of January but i already have a new job lined up. However, if that new job doesn't work out am I able to apply for unemployment based on the 14 months I worked with the first employer who laid me off?

That will depend on the circumstances of your losing the new job and how long you actually stay there.

If you quit the new job, most probably you would not be eligible for UI benefits. However, if you are terminated for a reason that would not disqualify you, you should be eligible for some benefits in some amount.
