does a company have the right to tell a worker what that person can do on the premise when that person is off the clock like when on break or after work hours

It depends on what the employee is doing and where the activity is occurring. Can you be more specific?

like standing in the parking lot during break or after work hours when off the clock

Your employer has authority over its own or leased property...so, they can require an employee to leave the premises as soon as he/she is off work. However, if they are only selectively enforcing that rule, it could be problematic.
