I'm work for a government contractor. Every year we have no heat during the winter months. We were instructed not to use heaters and it's below 50 degrees at times. What can we do? Everyone here is walking around in hat, coat, gloves. It's sad and it's very uncomfortable.

You can contact OSHA and see if you can lodge a complaint but the truth is many people work in very extreme temperature conditions (walk-in freezers to blast furnaces) which are perfectly legal. You're free to give OSHA a call and see if anything prohibited is taking place though. www.osha.gov

The only other thing I can suggest is a local building inspector. There may be standards for what temperature buildings must be maintained at during the winter months.
