Currently my wife works for a well established/known day care center in Tucson. The question is, is there a law regarding what time you are supposed to take breaks, lunches, etc.?

I know in some States you are supposed to take a 10 minute break after 2 hours of the start of shift. A lunch at 4 hours after start of shift then another 10 minute break 6 hours after the start of shift. How does the law apply here in Tucson, AZ.

Any insight is greatly appreciated.

There is no statute in AZ requiring breaks of any kind for adult employees. It is entirely up to the employer whether to offer breaks at all, and if he chooses to, when, how often, how long, and at what point in the shift.
