hello,
I am a contractor for the Govt. I have left the contract and now my old company is holding 1400.00 from my check. My contract does not say they can hold my pay for any reason. Also, the company is located in TX.
Please let me know if I can do anything.
You can show the contract to a local attorney. We cannot interpret a contract we have not read.

Depends. If, in fact, you are an independent contractor, the terms of payment are controlled solely by your contract.

Well I work for the company they do all of my taxes I get there medical so I would say I am an employee not an independent contractor.

OK, so you're an employee. Now, what do they say the withholding is for? Is your gross pay less than you think it should be, or did they make a deduction from your net pay that you do not agree with?

I work on a military base and we are authorized to make morale calls back home for 15min per day. I have an email from the Project manager for the military saying this is authorized. Now they want us to pay for it and they are holding 1400.00 from my check and my contract does not say they can hold money and I have not authorized this.

If they deducted it from your paycheck without your authorization, you can file a complaint with the TWC, contract or not. This is assuming, of course, that you actually worked in Texas or another state which prohibits such deductions without the employee's authorization. Not all states have this law.
