frustrated in new york

I've worked with my company for almost four years now and I’ve been in the industry over 10 years. I work for one of the largest insurance companies in America.
In my last appraisal I was advice by my manager that I am the most senior member in my area and that I am next in line for a promotion. Because of this, more is expected of me. I’m required to go out to broker visits with the underwriters that I support. Imagine how I felt when I learned that my college who recently joined my company approximately three months ago was taken in my stead on an account that I have serviced for over three years. To add insult to injury I was asked to complete a transaction on the same account right before the left. I was offered an apology and a promised that it would be made up to m. When it happened not one but twice after the first incident it caused me to become concerned.
I failed to mention that my new colleuge is a twenty one year old young lady whom, all the men in my department have expressed on some form or fashion is attractive. After the third incident I knew it was time to take ACTION. Rather than get angry and make accusations I wrote a well though out email addressing my concerns. I informed him that I have made request both in writing and verbal but I’m not being considered. I’m concerned because this is something that was on my appraisal yet my underwriters actions and my bosses lack of response are hindering me from meeting the goal set for me on my appraisal.
My mangers response was extremely vague. Rather than address the situation head on he wrote back that I should ask ALL THE UNDWRITERS in the department.
I believe my co-worker is receiving preferential treatment by the person that I support. He is constlantly calling her in the office and assign tasks to her that he has never asked me to do.
I know that that they are not seeing each other. He is married and she has a boyfriend. I just can’t help but feel that she is reviving more privileges because of her looks. She has no experience what so ever, I practically have to help her in everything that she doe yet she is given opportunity that it took other members in my department including myself. Years to earn. In fact, two of my former left my department because they felt that another female employee in my department was promoted on her looks and not her merit.
Do have grounds for Sexual favoritism? I can’t help but feel if it was a hot blond chick instead of the black woman that I am I would not have these concerns.
