Hi:
We are a private company looking to hire a part-time receptionist. Hours would be 08:30am-1:30pm Monday thru Friday. All other employees have medical benefits and 401k. While this part-timer will be on pay roll, we do not want to pay her benefits. Is there a requirement under NY Labor Law that we have to pay benefits if the receptionist works a certain number of hours?

No, there is no such law in any state. What is considered benefits-eligible is up to the employer and/or their insurance carrier, and it is quite common for part time employees not to receive benefits.
