My son recently got a job at a car wash in Tucson. They have been having him
come in at 7:00 am and leaving at 6:00 pm. Whenever the business is slow
they have him clockout so as not to pay him for that time. Is this legal?
He is 18.

Unless they are requiring him to remain on the premises after he clocks out yes, it is legal. Why should they pay him for sitting around doing nothing?

They're having him stay on site.

If they make him stay at work, they have to pay him.

Beth is right. It's known in payroll circles as "engaged to be waiting". It's compensable time.
