On Sept 22 I had to evacuate my home town because of Hurricane Rita it was mandatory, my manager called me on Sept 27th requesting for me to come to work in another town I explain to her that I got sick and could not come in as she requested she explain to me I would need an doctor excuse
when I returned to work on Oct 11 I was told by the Human resource manager that the CEO had cancel all health insurance on Sept 22 until farther notice so I would not get paid for being off sick, my question is can an employer do this even if you have all the paper work and more than enough sick time.

Yes, your employer can legally refuse to apply sick time to an absence regardless of how much time you have available.

BTW, your health insurance has nothing to do with paid sick time.
