I gave my 13 day notice with tomorrow (Thursday) being my last day. I find out today (Wednesday) that they want me to perform a task that I despise on my last day.

I am currently owed 26 days vacation time (I have this in writing). Since I am an at will employee, can I walk in tomorrow and quit and still take my vacation time with me?

PA law does not require that you be paid your vacation on termination. It only requires that a company follow their policy. So you can certainly walk in and quit, but it depends entirely on the company's policy/past practice whether you will take your vacation time with you.

Quite apart from the vacation issue, your plan is one that can have serious and negative repercussions on any references you later get from this employer. Despite what you may have heard, they are at liberty to tell prospective employers that you walked off the job rather than perform a task you do not like.
