Can anyone tell me what rights to a child a step-parent has?

Step-parents don't have any legal rights.

They are allowed to do certain things that the bio parent gives them the right to do but in some instances both parents must consent. For instance if a step-parent disaplines a step-child and the other bio parent doesn't like it, they can cause trouble. If a step-parent contacts the school and speaks to a teacher, if the other bio parent doesn't like it, they can cause trouble.

In some situations, a stepparent can pursue custody of the child if there are issues with a parent and placement with the stepparent is in the best intersest of the child; it depends on how a state's laws are written and the situation that the law is addressing
