Our court order states Both parties are equally responsible for medical bills,
Ok that is great However He now owes me over 900 in medical bills and I wonder how the world I can collect on this Since Illinois does not enforce medical reimbursement?
Strange they made the order but dont enforce it...

I live in another state and TX does enforce for that but not in Illinois

Do I simple file to take him to small claims court the next time I am in Illinois?
It took me 16 years to find him in the first place and the child has since emancepated so what can I do?

This is a novel idea- sue in small claims court or ask for recoupment thru the family law court handling the case. If you re being represented by the state's attorney, ask them to pursue some kind of recoupment action.

I sent him certified copies of the bills to date, The states attorney office in that state doesnt represent me since I live in Tx it is an interstate case and Illinois does not enforce that type of order?

Small claims is 98 to file and I could do tht from here in Tx and just be there for a Friday hearing Frustrating as it is he didnt pay a thing for almost 17 years and now wont pay medical
