I work with someone that cursed me out the other day for no reason. Can I file a harrassement claim against him? Is there a government agency that takes care of this sort of thing?

One incident of one employee cursing at another does not rise to the level of harrassment for legal purposes; as a matter of fact, probably neither do a whole lot of incidents. Your best bet is to handle this internally, first with the employee if you can, stating that you do not appreciate being talked to this way, and he will please stop. If he does not, contact your HR dept.
