My fiance works for a company that pays him regular time and drive time (construction industry). He often goes to the office first, loads the trucks and drives to the work location. A timesheet is kept showing the # of drive time hours and regular hours. He is paid the same rate for each, however the overtime is only being calculated on the regular hoursover 40, not including the drive time hours.. which is only paid as straight time hours. Is this correct or should he be paid OT for all hours?

Just Curiuos in Florida. ;)

Generally speaking, drive time is considered work time and must be used in determining whether overtime is due. And when overtime is due, it must be paid at time-and-a-half, not straight time. Florida follows federal law on this.
