The employer requires a form of identification to pick up the paycheck. If they do not have identification they are not allowed to pick up the paycheck until they bring their identification in then they are allowed to pick up the check

I can't find anything in the MO laws that makes that practice illegal. Patty might have additional information.

A simple solution to the problem would be for the employee to have their identification when they go to collect their check.

The employer is not "holding" the check. The employer is requiring the employee to produce the identification he requires to release it. This is also known as a "physical payout" in the payroll world. This is only smart. How would you like it if someone else went up to the holder of the paychecks, said they were you, and proceeded to receive your paycheck?
