My ex wife and I have joint custody of our two children. The child support and the child custody schedule are all defined in the Marriage Settlement Agreement (MSA), with my ex wife having the primary custody. However, over the past 3 years, my children have been staying with me majority of the time.
I have requested to my ex to go back to the MSA schedule and she refuses to go back to it. Can I enforce the MSA? We got divorced in CA , but currently living in VA. Any suggestion will be greatly appreciated.

You can seek to have jurisdiction transferred to VA where you both live. At that point, seek a modification of the MSA and the custody to reflect the amount of time that you spend and care for the kids.
