I saw a post last month about the new documents in VA and how they
prevent H4 visa holders from obtaining drivers licenses. I had the same
problem with my wife and the DMV refused to let her even take the
learners test.

THe only document from the list that we can possibly get is a marriage
license. Is anyone aware of the procedure of getting one in Virginia?
How long does it take. I did a google searh and found that we can get a
marriage license valid for 60 days from a circuit court. However the
requirements for that are photoID and birth certificate. Is an Indian
birth certificate OK?

Is there permenant marriage certificate kind of document that does not
expire?? How does one go about getting one?
