Is authenticity of a legislative body resolution different from its validity? Can a document be authentic but not valid?

Authenticity speaks to it being what it purports to be in terms of the integrity of the document. Validity in law can mean whether or not the document as written is legal under the law. It is possible for a document to be authentic, but as written, illegal.
