I live in GA and my employer terminated me in April I filed a claim with the Federal Labor Dept. and won my case. The order my employer to pay just my back wages up to this point minus the money that I recieved from unemployement. Is that correct.

Since we don't have a copy of the agreement, it would not be possible for us to answer your question definitively. However, it is typical for most agreements to carve out unemployment.

I recieved a call from the Fed. Dept of Labor and my employer refused to pay my back wages however they want me to take a settlement if I do not take further actions. How do i go about requesting my file to try to find an attorney to handle my case?

I assume that you mean your file with the federal government. You should have received a letter notifying you of the agency's determination. That letter is what you will need to give to an attorney. If the case was found in your favor, I'm sure that you are not going to have difficulty in finding an attorney who will assist you. (Had you lost, the opposite is true.)
Your attorney can get the file on your behalf. Be sure to do this as soon as possible, because there are deadlines for filing claims, etc.
You will want to weigh the cost of fighting the issue (primarily attorney fees) vs. the settlement amount. Most attorneys will give you a free consultation to discuss the matter.
Let me know if you have any other questions.

You should be able to get them yourself. Call the DOL and ask them.
