My husband is an electrical superintendent for a local municipality. He is a salaried, non-exempt supervisor. During Hurricane Frances and Jeanne he has accumlated approx. 90+ hours of overtime, which he is not being paid for. Is he eligible for this pay?

You say that he is a superintendent but he is also non-exempt. Are you sure that he is non-exempt? If he is a manager, he is probably exempt and, therefore, ineligible for overtime.
