Ok now i'm being told that my friend may come back if he gets a waiver
from the Embassy....I seen at one time there was an email addy for the
US Embassy in the UK if anyone can help me tofind out how to contact
them i'd really apprciate it! Thank you

You will need a UK based US Immigration Lawyer ..here's a couple
