I'm in the same areas. My receipt date is 10/21. I have not yet received
the official receipt but have been able to check the online status. It
says 30-60 days processing time. I thought this error would have been
fixed by now (or should I drean?)

It might be an error, and looking at the other posts, it seems to be
so...no seems to believe in the time stated.

30-60 days is due to a bug in the INS System.. Check this link for latest timelines
Have you seen the USCIS updated processing times from today? The report
now says they are working on cases for Sept 15 -2003 (sigh - yesterday
it said Oct 30, 2002 which I suspect is more accurate)
My online status says 30-60 days. My NOA 1 says 365 days. So I guess we
should expect this to take somewhere between 1 and 13 months.

I saw that.. It totally sucks.. Oct '02 is more reasonable. Sept '03
is BS. I should have got my CZ by now, I applied in Aug '03!!!
