Due to a new law, as an F2 dependent, I must change to an F1 to continue
with a Bachelor's degree. I have heard that once approved, the first
time I return to the UK, I must apply for an F1 visa stamp at the US
embassy before reentry to the US. I am planning a trip to the UK next
may, and I do not want to be left behind when my family come back to the
US. Does anyone know what is meant by a visa stamp, what the procedure
is and how long it takes? Any help would be much appreciated!!

Here's a start:

The situation is about to change for the worse, for those who need to get
nonimmigrant visas in Europe. See
http://www.imwong.com/news0703-Post911.htm. You will probably have to make
an appointment for an in-person interview for your visa, several weeks ahead
of time.

Below are some lawyer's sites with newsletters. I suggest that you try to
follow what is going on over the next several months.
