No you don't have to be in the US although it is certainly easier to
sort out 99% of immigration issues here rather than abroad. However,
what you are talking about is different. From what I can gather you want
to come to the US, look for a Job and then get a visa. Unfortunately, it
doesn't really work like that. If you show up at an airport looking to
enter the US as a "tourist", UK citizen, so no visa required for a 90
day stay, and the immigration officer asks you why you are here and you
say "Job hunt" you will most certainly be denied entry and put on the
the next flight back out. But if you tell him you are coming in as a
tourist, go job hunting and find a visa sponsor etc... then, when its
time to submit your application you will be technically guilty of visa
fraud as you clearly did not enter just for pleasure the first time and
you risk your visa being denied.

But moving along from that... lets say you have been offered a Job and
you are currently in the UK. You don't really say whay kind of job so
this is the most broadest version of what happens...The employer has to
file an applicaton for you. Then once all the paperwork is through and
approved here (depending on the class of visa this is a process that
varies greatly in length of time and detail) it would get sent to your
local consulate where you would get called for an interview. Provided
that you pass the interview and everything is in order, you would then
get a visa to enter the US and stay for a certain length of time. The
length of time you are allowed stay depends on the class of visa you
have been given.
