Second, when I am sure, I make the statement. When I am not sure, I say
"probably," "usually," "most likely," etc. However, I have been wrong in
the past, of course.

As for the timing of consular filing, it depends. If there is an approved
relative petition, and it has been sent to the National Visa Center, the
consular immigrant visa interview could be scheduled within a few months.
That whole thing about "arriving alien" and having to "adjust" your status
out of US and in your country sounds odd to me. I don't know much about
removal, but I would suggest you get a second opinion from a competent
immigration lawyer.
