Your wife could have obtained a U.S. passport, but never have filed Form
N-600, to obtain a certificate of citizenship. She can do that now, if she
wants. It takes a long time from filing to approval.

What does this have to do with your application for U.S. citizenship? For
you, the process is probably to file Form N-400.

Does this means that green card I have is not valid? INS was not reponding
so I contacted my congressman and his office found out that INS is still
trying to decide what to do with my case. What is the worst case senario
here? Please help and thanks in advance.
