Social Security Administration has to issue number if State Law requires number for drivers license but they want you to submit document from Secretary's Of State Office which states this requirement. Secretary's Of State Office wouldn't issue this document. What is solution? Does anyone know way out of this? Is there any state which would be easier to deal with? I would really appreciate your advice.

Why would you need a US drivers license? Your foreign drivers license is
perfectly valid here.

I assume you are German, because of your name. I am German too. I am here with a B1/B2 Visa in Florida. It was easy to get a drivers license, but this is only valid as long the Visa is valid. Thats the new law, what means if I go back to Germany and return next year or so I again have to get a new drivers license. Sure I know that I could drive with my German license but in this case if you own a car and have to pay insurence it will be much higher . If you have a license from here you pay less. In Florida you don't need social security number just a proof how long you can stay.Hope this was helpfull.
