I got a ticket from a mail, without officer's signature on it.
double parking ticket, but I do not remember I did that.
Why officer did not put the ticket to my car instead of sending it by mail?

I just unload my kids in front of school, I am sure I did not leave my car.

any idea?

If you get an unsigned parking ticket in NYC it would definietly be
thrown out.
