In my understanding, an intersection is considered to have crosswalks even
if they are not physically painted on the pavement. In that case, you
should definitely stop and let the pedestian finish crossing the street.
Even if that's not the case, you should still slow down (or stop if
necessary) for his safety. Sorry if I'm a kill-joy.

I know it's irritating when someone deliberately walks into your
car's path - irrationally daring you to hit them. Try to remember
that most of them are drunken republicans and haven't the faintest
idea what they're doing.
