Thanks for the repoly Bob -- I read 49 571.108 and now know why attorney's
charge $300/hr +....talk about boring!! Anyway that applies to required
lighting and offers page after page of instruction regarding headlamps,
headlamp aiming techniques, and require tail light, backup lights, and turn
signals, but does not address the under carriage lights as they are not
required lights -- nor does it explicitly prohibit them....
As for the prohibition of blue lights, in the transportation code, it
simply states it can't be a "beacon, flashing or alternating light" - nor
can a light of greater than 300 candle power project greater than 75 feet
from the car.
So, I'm still stumped - guess I'll drive around until I get a ticket and
"take it to the judge" I suspect he can set me straight...I think the
police think these lights are illegal - but suspect the law is really silent
about this at least what I can find out!

Not sure of your location, but here is Minnesota law.
169.64 Prohibited lights; exceptions.
Subd. 2. Colored light. Unless otherwise authorized
by the commissioner of public safety, no vehicle shall be
equipped, nor shall any person drive or move any vehicle or
equipment upon any highway with any lamp or device displaying a
red light or any colored light other than those required or
permitted in this chapter.

I can't recall the section and I don't have my manual with me but there is
another section that states all lighting equipment must be DOT approved. I
doubt you will find any under car lighting on the approved list. Just call
the local DPS office and ask them, they will look it up for you. Won't cost
you $300 per hour.
