In Washington State, a new law was made about wearing seatbelts. If one
receives a "no seat-belt" ticket (46.61.688), is that considered a,
"moving violation?"

One post in this newsgroup says it's NOT a, "moving violation," and to
reference, "Washington Administrative Code
308-104-160," but when I looked at that code, I wasn't able to find a
"yes or no" regarding seat-belts.

Does anyone know for sure?

If a person gets speeding tickets over and over, eventually, that
person's driver's license will be suspended. A hypothetical question:
What happens if one gets "no seat belt" tickets over and over? Will that
person's drivers license be jeopardized???

Thank you

WAC 308-104-160 lists the moving violations; anything not listed is
non-moving, and 46.61.688 is not listed.

No. This is covered by WAC 308-104-025 Effect of accumulation of traffic
offenses. It defines "traffic offense" as "a moving violation as defined
in WAC 308-104-160."
