And in real life probably harrassed. Complaining here will do you no good, except for maybe allowing you to bad mouth cops anonymously rather than complain in person. You sound like one of the little children in my wife's class who won't ask questions because it might make them look stupid, although not asking the question will result in a lower grade. They think it's a no win situation too. The last thing most cops want to do after a citizen makes a complaint is to harass that person - it's a good way to get fired and indicted. Your attitude of do nothing you can't win - do something you can't win just doesn't wash. You posted a comment to get an answer. I made a suggestion and told you what you can do. If all you wanted was to argue and say how unfair life is why bother, other than to stir the pot and see how many answers you can get. If you see making a complaint as taking an unreasonable risk then you have only your self to blame if you feel put upon and frustrated. If you want to make a complaint get the number of the police car and the jurisdiction, e.g., city police, county police, sheriff, marshall, etc. If you can't get the number and what dept the car is from, get the date, time, location and a description of the car. Get whatever info you can. If you think you are going to get blown off by a desk officer, ask for the watch commander or one of the internal affairs people. Now, if you still want to whine, "What's the use?" then I see no point to your posts except as being troll. That's all nice and dandy, but you still haven't told me who to call. Most of the time I see this kind of stuff I don't know where I am, or what jurisdiction the cop is from. So please, tell me who I should call in a situation like this. Call the department who owns the police car. Ask for who ever takes personal complaints. If you want the names and phone numbers, forget it. I have no idea where you are and if I did, since the odds are that I'm not where you are, you'll have to figure it out for yourself. If you need someone to lead you by the hand, let people know where you are and maybe you'll get a volunteer.

What do I do when I see a cop blow past at a large speed differential with
no lights and proceed to weave through traffic, then cut people off slam on
the brakes and drive off the road and do some donuts before stopping? How do
I report something like that where I could not have seen the car? I can't
very well stop as by the time I stop I would be well past where he stopped.
What do you think a cops reaction would be to me backing up to a mile down
the shoulder to get his information to report his reckless driving would be?
What do you propose I do in that situation?
