I have never seen a sign saying "when children are going to school" i
have seen them saying that "when children are present" so during the
summer when SCHOOL is not in session you might still have children in
the area of the school for summertime activities. That includes a
playground where kids are playing basketball. I dont know if that
answers your questions?
So.... if you are near a school and there is a sign that says 25MPH I
would do 25MPH. If you were to go over the limit and stopped, and
there is a sign saying that the speed limit was 25MPH it would not be
a good excuse to say that there is no school in session.
If you were on a road that speed limit was 35...... And it is in the
middle of the summer, so you think that there would be no school in
session, or kids around. And you were traveling say 45, because MOST
people don't do the speed limit..... Then you come to a sign that
says 25 when children are present and you dont see any kids and
continue to do 45, then all of a sudden see a kid and you SLOWED down
to the proper speed then you would be ok. Even if you were stopped
you would have the defense of that there were no children, but when
you saw one you slowed down.
So in short because I writing way too much. Follow the signs to the
best of your ability.
