In my town the school zones signs are on posts with yellow lights that flash
when the zone is active. The lights are switched off and on by the crossing
guard. The crosswalks have in-pavement flashing lights controlled by the
same switch. No flashing lights = no school zone.

Those at the elementary school I pass to and from work everyday seem to be
on timers. School is out now, but at 2:45pm those lights are flashing and
there isn't even a car in the lots.

OSP will still cite for exceeding 20 when they are flashing though.

If it is a regular Speed Limit Sign and it states 25 MPH then the
speed limit is always 25 MPH. It dosen't really matter if it is a
school zone. Unless there is a sign that says "When Children are
Present" But then if it says 25 MPH with children dont assume that
when there are no children present that is is say 40. I would say to
look for a regular speed limit sign that states the correct speed
limit.

I dont know where you are from. But here speed limits for residential
areas are 25 MPH unless otherwise noted. On our secondary highways it
is 50 MPH unless other wise noted. Primary highways are 55 unless
noted.

So in short, I would say that you should look for a Standard Speed
Limit sign and follow that one. I don't think that you would ever
have to worry about getting a ticket for followind a sign correctly
