Q: can he appeal successfully for at least a limited (to work only) license, based on the length of time elapsed and the need to work, without a third or fourth repeat of the classes and evaluations he can no longer afford? I do not know about Chicago. But some places do not have limited use
licenses. In NJ there is no limited license. If you lose it, it is
gone for the long haul. In NY they do have limited licenses. A call
to the court will answer if IL will give limited licenses. And you
can try and re-appear before the judge to see if there is anything
that he can do about the class. But when the law says that you need a
class to get your license back, then you must complete the class.
