Im a 30 yr old mother of 2. my 5yr. olds father said he will sign over rights to me . but some one told me he will still have to pay . Im from philly, i dont want anything except what he owes for the last 5 years. i work but my son get insurance through the state does that make a difference. please help. :confused:

If he terminates parental rights, that impacts support from that date onward. He will still have to pay arrears. You can ask that the arrears be waived, but if part of that is reimbursement for any state aid received, he will likely still have to pay that.
