What does it mean when they say that "the account is on hold until all appeals have been exhausted"?
Does it mean no payouts and no deductions or something else?

Any input would help..this is a VA CS case

You should ask them. I think that it means the accounting on the child support account is on hold til appeals are exhausted because the numbers about what is due or not is subject to change until then.
