My husband has been working a factory job with "required overtime" every Friday since January. This Memorial Day weekend his employer told him and his co-workers that they would have Monday paid and off. Then they tell him that he will only get paid for that vacation day if he works overtime on that Friday and Saturday of the Memorial Day weekend. I would like to know if this breaks any kind of labor laws. Also I would like to know what the maximum amount of manditory overtime is legal. (how many months out of the year)

Maximum overtime is more of a health and safety issue and depends on the type of employment. Some industries get exemptions from standards and waivers for overtime beyond a maximum point. This also may be a FLSA issue

What is overtime with new FLSA rules may be pay and/or comp time given. I think you need tofind out more about what is max overtime for your industry by calling the state of Oregon, but there are exemptions based on position and type of job, size of company, etc.....
