I live in an apartment complex for low to moderate income with 23 units. For as long as I've lived in the building (3 years), there has always been an onsite manager. About a year or so ago, the property manager fired her because they "were downsizing on expenses". I was under the impression that for apartment complexes with over 14 units, owners were required by law to have an onsite manager. When they fired the old manager, they had two guys move in (one moved out and the remaining one is a weirdo to say the least) but they didn't collect rent or perform any maintenance to the building. We were instructed to send our rent payments to another manager at a building more than 10 miles away. So my question is are the owners required to have an onsite manager and if so, what is the law code or section so that I can quote it in a letter to the owners? Thanks so much
