As a practical matter, your employer is trying to do the right thing by paying you for training time and the per diem. Whether you worked for them or not, if you are in a professional field requiring certification, you have to go to training. When I worked for a company, I got paid for training up to a certain limit and was reimbursed the costs of training up to a certain limit and was not paid for travel time. Your employer is following such a policy. What you need to do is keep your receipts and where the employer is not covering the job-related costs, deduct it on your taxes if you itemize. I think you may be running the risk of being too greedy when your employer is trying to do the right thing in tight budgetary times. If you want to receive benefit from excess expenses other than those reimbursed for, save the receipts and claim on taxes. However, you can find the policy at the NM dol website.
