Does anyone have guidance for if a Washington state company can ask a Information Technology employee staff to travel off site to a employee’s house to install personal equipment that will provide internet connection to company.
Situation is there is not any company policy in place. Are there any laws protecting the employee from being "told" or "directed" to go to a company employee’s house?

No, there aren't any laws prohibiting that, unless, of course, that the employee is being asked to go into an unsafe facility.

that's the question isn’t it. Who knows what state someone's house is in or if the employee trips on a rug or electrocuted themselves? Who is responsible for that?
Does a company take that risk, can the employee object and be protected.

If an employee hurt him/herself by going into a home and tripping over a rug, it would be covered by workers compensation. The employer can discipline the employee, using insubordination, should an employee file a claim against the employer for wrongful termination.

Is there any OSHA standards that cover outside employee homes. Types of things that need to be in compliance if someone decides to extend their office to their home. If they are representing the employer while working?

No, I don't believe so. The only restrictions may be placed by the employer's insurance company. For example, some insurers insist that the employee's work place be reviewed for potential workers compensation issues.
