NVC is sort of a "holding tank" for your file while they send out
for the FBI security check. NVC sends out a request, FBI looks it
up, then sends a report back to NVC. When NVC receives the OK from
FBI, NVC sends the file on to the embassy, and then the embassy
sends out Packet 3.
That's my undersanding of the process, anyway :-)

Thank you, guys :-) I was really hoping Sadegh would have been here for
my birthday, Christmas, New Years....this time of year everything
happens, and it's the loneliest time of year for me. But, inshallah,

Happy birthday to yoooooooooooooooooou.
I spent my last birthday thinking I was 37. It must have been one of
my blonder years as I was actually only 35 but went round telling
people I was 36. :confused: I realised my error about 6 months after
my birthday.
Right time for me to hit the shops.

Hi:
NVC's functions have been expanding over the years.
Before 1989, all approved petitions were forwarded directly to the
Consulates by the INS. This was true for both immigrant and non-
immigrant petitions.
Since many petitions would be in backlogged categories, this lead to
approved petitoins sitting overseas in the consulates for many years.
This had two problems. One was for secuirty of the petitions. In the
early 1980's we would often have problems in recreating petition files
for Iranians whose aproved petitions had reached Tehran before November
4, 1979. But more important, it was EXSPENSIVE storing the files
abroad. Storage space in the US was cheap.
So was born the "Trasitional Immigrant Visa Processing Center" or
"TIVPC" in Virginia. In 1994, the National Visa Center was established
on the grounds of the former Pease Air Force Base in Portsmouth, New
Hampshire. [New Hampshire would be landlocked but for the city of
Portsmouth]. NVC took over from TIVPC.
For years, NVC was simply a storage facility. They would set up the
IVACS file. When the file was close to visa availablity [which was
immediately for "immediate relatives" such as citizens of spouses], they
would send out packet 3 and forward the file to the consulate. The
completed packet 3 would be sent by the applicant to the consulate.
IOW, the former processing system was followed but with the file
retained on US soil until it acutally had to be worked for visa
issuance.
A few years back, NVC started taking on more of the preliminary
processing. They now handle the I-864 and evaluate them. This makes
sense in that, by definition, an I-864 comes from reisdents of the US.
They then started doing other preliminary processing.
The idea was to relieve the overseas consulates of lot of the
preliminary scut work involved in visa issuance.
Now, for you "K" visa people out there, the NVC was never directly
involved. They don't process them. The former INS would send the
approved I-129F's directly to the consulate in question.
However, this was problematic. If you go through the archives, until a
year a go, people would ***** about the delays in approved visa
petitions getting out of the Service Centers.
The problem was that various volume loads and methods of tansmission.
For example, Seoul and London had high volume and they were on the US
Military Postal System ["APO" and "FPO"] which could be treated as
domestic mail. That trasmission system was quite good. [Our office
found that although a first class stamp took 10 days to reach the
consulate, it was handled efficiently in the consulate in Seoul and
there was ONE day benefit to using DHL].
However, lets say the approved petition was going to Ouagadougou. That
was a different matter.
So whats happened within the last year or so is that CIS and State
reached an agreement. It was simply easier and more efficient for the
SC's to simply send ALL approved I-129F's to ONE location -- that of
NVC. And after all, NVC exists just for the purpose of getting stuff
out to the consulates.
In the case of K petitons, my understanding is that NVC is a mere
conduit. I would not be surprise though to see if they check to see if
the I-130 has already passed though, but that is speculation on my part.
Overall, I think this is a general improvement in the process. However,
that said, in individual cases for consulates with high volume and
excellent shipping links to the US, this has lead to a slight delay in
processing by introducing an extra step. When you are counting each day
in an individual case, that is annoying, for sure. But overall, I wish
the CIS service centers were as efficient as NVC.

the NVC, they simply place it in the appropriate bin. Once the bin gets
full enough to ship it off, that is what they do.
Now for posts that would take a heck of a long time for the bin to fill
up (Antananarivo, Madasgar for example.... I've processed two K-1 cases
through that post now), the Ombudsman thought they ship out those bins
every month or so just because if they had to wait for the bin to fill
up that would take too long.
For other posts where the bins fill up more quickly, he said, "if you
are lucky, your file gets put on the top of a bin that is full, so it
will be shipped very soon... if you are not lucky your file gets put
into an empty bin that first has to fill up before shipping to the
consulate".
To me, this explains why there is a difference in the speed in which
cases arrive to a particular post.

We called this week the NVC,but they didn t received our case so
far..the lady on the phone said it usualy takes about 3 weeks to go
trough the NVC (we got our approval dec 9 from BCIS),so hoping to have
this done soon!!
