I have a horrible problem. I live in Vermont where heat is a necessity but my heat is almost eqaul to my rent. So many times I've had to chose between buying groceries or paying the landlord for the heat. My heat is not included in my rent, but it's in my landlord's name. He has a COD plan with the oil company so whenever the come im out $200 to $400 a month!!! He demands repayment 30 days from delivery. Can he evict me if I don't pay him? Rent is is caught up because I always pay that before my heat just in case, but can he evict me if I refuse to pay him back for the heat until he has the place properly insulated? The front and the back door have about a half centimeter of space where cold air flows in freely and our bedroom window has a hole from the previous tenants and he said he would replace it, but never did. I don't know what to do.

you should look to the law of Vermont or to talk to an housing adviser.
here in MA if you have not proper isolation you can complain about and the inflectional service can verify that.
