Commissions law is very state specific and your state is not my state. You will need a responder who is familar with the MD specific rules on commissions. Federal rules (such as they are) just say basically that commissions are due when "earned" but leaves the definition of what "earned" means up to each state. What you describe is not legal in my state (CA), but I am in a state with tough rules on commissions.
