I am employed with a temp agency and have been assigned to a single company now for 7 years.

Over the course of this time I've been told I would be made full-time and hand-full of times and they even interviewed me, had me fill out an app and do a drug screening a year ago. But nothing has ever happened.

I have benefits thru the temp agency like, Med/dental, a few paid holidays, 401K and a bonus after every 1500 hours.

However in 7 yrs I have never been paid for time off and only received one raise.

What are my rights? Are they out of line re. TX law?

Your rights are to look for another position. Sorry, but there are no laws requiring you to be converted to a company employee at any particular time, nor that you receive raises.
