Is there a legal route I can go to request a rent reduction for not having hot water or any water at all for multiple days in a row?

Our water gets shut off at least 10x per year for longer than what is stated in the notices they give us. Currently:

I have not had hot water for almost 12 hours. They said it would only be a 9 hour period. Tomorrow, they say, they will shut off ALL water between the same hours, and the next day they will shut off all water between another specified period of 9 hours.

So I can't do dishes, do laundry, wash my hands, take a shower... for three days! I'm not happy. As of 9:30pm there is no hot water. They claimed they would turn it back on at 5pm.

Our old apartment manager used to tell us when we could request a reduction of some kind. Now with the new manager we don't know. Is this a circumstance that would allow us to have a portion of the rent forgiven?
