If business is slowing down due to the time of year and the employer is trying to cut cost can they force all of their employees to take Leave Without Pay (LWOP) for 5 or more days if they still have PTO that they need use before the end of the year?

Unless the employee has a contract or CBA that specifically prohibits that, yes, they can.

Thank you. The company doesn't have us sign a contract or CBA.
Then the company gets to decide when you can and cannot use your PTO or vacation.
