Can someone explain the difference between laying off an employee vs. firing them, as it relates to the company? Is the company "charged" for a lay off?

"Charged" in what way? UI benefits being charged to employer's account?

Technically speaking, a "lay-off" is when an employee is temporarily not needed due to business downturn, but is subject to recall when business picks up again. Generally speaking, the employee is maintained as an employee, just on inactive unpaid status.

Unfortunately, some employers have taken to using the term "lay off" as just a nice way of saying "you're fired".

Thank you,
Are you entitled to UI benifits if you're laid off?

That is what the benefits are there for.
