For a salaried employee who works 32 hours for the months of June, July and August, with some work at home off hours what are the requirements for holiday pay? All other months they are 40 hours. Can the holiday be prorated or because it would be around 6.4 hours that way, do they get paid the full 8 hours?

Salaried is just a payment method that does not mean much by itself. Are you talking about Salaried Exempt employees or Salaried Non-Exempt employees?
I am going to leave MA rules (if any) to someone else. For federal rules only (29 CFR 541.602) there are docking restrictions affecting holiday pay. Functionally the employer cannot dock the salary for an absence caused by a holiday.

Thanks, i'll take a look at the link.
MA has some unusual holiday laws, but only if the employee works on the holiday. There are no MA laws different from Federal when it comes to paying employees who did not work on the holiday.
